Municipal Order 2006-01 ADOPTION OF THE NORTHERN KENTUCKY REGIONAL HAZARD MITIGATION PLAN.
Motion: Paula Jolley, and Second: Stephanie Williams Vote: 6 Yes

Mayor Trzop introduced Mr. Robert M. Polsgrove, President of The Kentucky Trust for Historic Preservation, Inc. located in Frankfort, Kentucky. Mr. Polsgrove handed out information on the Abner Gaines House located at 150 Old Nicholson Road. This mostly restored 2-1/2 story building located on 7.6 acres is up for sale and Mr. Polsgrove talked to the Mayor and council members about the City purchasing the property. Mr. Polsgrove stated that he would make the application for the City to the Kentucky Transportation Cabinet for a Transportation Enhancement Grant. The City Council decided to move ahead and purchase the Abner Gaines Property.

Motion TO AUTHORIZE MAYOR TRZOP TO ENTER INTO NEGOTIATIONS FOR THE PURCHASE OF THE REAL PROPERTY KNOWN AS THE ABNER GAINES HOUSE, LOCATED AT 150 OLD NICHOLSON ROAD, AND TO AUTHORIZE MAYOR TRZOP TO APPLY TO THE KENTUCKY TRANSPORTATION ENCHANCEMENT PROGRAM FOR GRANT MONEY TOWARDS THE PURCHASE OF, AND THAT THE CITY ATTORNEY, TIM NOYES PREPARE A MUNICIPAL ORDER (2006-02) AS SUCH.

Cardinal Engineering, Dave Whitacre: Dave stated that he is getting the bid specs ready for the parking lot at City Hall and the new Senior Center Building. Weather permitting the plan is to start construction in April and to complete in May. He said he is arranging a meeting later this week with Malcom Pirnie Engineer for the final cost and design of the expansion of WWTP #1. Mayor Trzop reminded Dave that he has to have these figures to take to Frankfort next week to apply for a CDBG grant.

Walton Senior Citizens Building Project: Ann Leake stated that at the construction meeting this morning Rebecca from Carrera Construction reported that the Senior Citizen building is about 60 percent completed. They still plan to be finished March 31st.

Citizen Comments: Wayne Rice said he agreed with the information that Mr. Polsgrove gave on the Abner Gaines House. Don McMillian said he has received several complains about the dark intersection on U S Hwy 25 and Walton Nicholson Road, would the City consider putting up a street light. Mayor Trzop reminded Mr. McMillian that these were State Highways.

City Council/Mayor: Paula Jolley said she is excited about the growth in the City, and she wanted to welcome the new Fire Chief – Tom Ollier to the City of Walton. Mike Simpson spoke about the 940th Combat Support Group that just returned from Iraqi. He said it was just a wonderful feeling to see those soldiers and their family reunited. Each one of the Council expressed their excitement about purchasing the Abner Gaines House and. Mayor Trzop concluded with thanking the Council for moving forward with the purchase of the Abner Gains House, this will enable the City to preserve a piece of our history.

Motion TO ACCEPT THE RECOMMENDATION OF DAVE WHITACRE, CARDINAL ENGINEERING AND AWARD THE CONTRACT TO JPS CONSTRUCTION IN THE AMOUNT OF $47,473.00 FOR THE SENIOR CENTER PARKING LOT CONSTRUCTION PROJECT, AND THAT THE MAYOR BE AUTHORIZED TO SIGH ALL NECESSARY PAPERWORK, AND THAT THE CITY ATTORNEY, TIM NOYES PREPARE A MUNICIPAL ORDER (2006-04) AS SUCH.

Cardinal Engineering, Dave Whitacre: said he is working on the sewer plans and looking forward to getting the street repair list from council so he can get the bids started for the street repairs.

Walton Senior Citizens Building Project: Ann Leake said she and Peggy Gray met with the Architect Rachel Biesik and the contractors of Carrera construction today and the move in date is May 1, 2006, the parking lot project will start the middle of April.

Citizen Comments: Wayne Rice asked for an update on the construction on Mary Grubbs Highway, the Mayor stated there is still no letter of intent from a grocery store chain. Mr. Jim Lawrence came to council to address a parking problem on Roe St. the Mayor will have the street and sidewalk committee look into this situation.

City Council: Paula Jolley said the street committee is putting together their list for street repairs please call with any streets you think need repairs. And please come to the annual Easter Egg Hunt at the Walton Community Park and visit with the Easter Bunny April 8. Mike Simpson asked that the citizens please be patient with the construction at City Hall when the parking lot is torn out in April. Stephanie Williams asked that you be careful driving through Walton spring break is almost here and there will be a lot of children out of school. Ann Leake stated that you can still purchase a paver for the memory a loved one to be placed at the Veterans Memorial please call City Hall for details. Lee Frakes stated he is pleased with the progress of our city.

Mayor: stated he wanted to go ahead with the purchase of the Walton Gaines Tavern History Center located on Old Nicholson built in 1814, he believes it will be a benefit to our city to preserve this historic house.

Walton Senior Citizens Building Project: Ann stated that the monthly construction meeting was rescheduled from May 10th to May 17th because Rachel Biesik (HW Architects) was on vacation; but she visited the site last Wednesday and they were putting the final coat of paint on the walls. Don Johnson (TCJ Development Supervisor) reported to Ann that he should have his punch list together for the 17th meeting.

Citizen Comments: Sal Santoro (running for State Representative) asked Mayor Trzop and Council for their support in his election. He stated he can see what a wonderful job they are doing for the City with the growth and appearance of the City, and if he is elected he would make sure Walton got it’s fair share of State funds. Wayne Rice wanted to know if there was any update on the development on Mary Grubbs Hwy. The Mayor told him we do not have anything in writing at this time. Don McMillian asked if any decision had been made on the street light at the intersection of Walton Nicholson Rd and Hwy 25. The Mayor told him we are waiting to hear from the State, since both are State Roads.

City Council/Mayor: Mike Simpson said he is looking forward to the completion of the Senior Center so the seniors can have a new building and a lot more space. Paula Jolley wanted to encourage the citizens to become more involved with the planning of our 33rd Old Fashion Day by attending the monthly meetings. Wayne Carlisle stated he is very excited about the developments on Mary Grubbs Hwy. Lee Frakes stated there is going to be more improvement to the Veterans Memorial. The Council plans to order 6 black granite laser etched markers with the insignia of the five branches of the military and one for the Disabled American Veterans. Ann Leake wanted to remind everyone that Memorial Day is next month and plans are being made for the program. Stephanie Williams wanted to wish everyone a safe and Happy Easter.

Cardinal Engineering, Dave Whitacre: stated the new parking lot is now finished and the new driveway will be put in after the old senior center is torn down. He also needs the street and sidewalk lists to put out for bids.

Citizen Comments: Wayne Rice asked about the construction on Mary Grubbs Highway. He also stated the City of Walton had a Kroger Store in the late 1930’s it was located where the Walton Florist and Gross Insurance are today.

City Council: Mike Simpson said he is really happy to have the first meeting in the new Senior Center it is a very lovely building. Paula Jolley also stated the Center is very nice and please visit the new Main Street Café which is now open. She also wanted the citizens to be reminded of the curfew in the City since school will soon be out for the summer. Ann Leake who was the coordinator for the center stated everything is finished and looks great. Please remember the Memorial Day Services at the Walton Cemetery.

Mayor: I would like to wish all the mothers a Happy Mothers Day. He also stated he was glad to hold the first meeting in the new senior center.

Cardinal Engineering, Dave Whitacre: Dave reported that he is updating sewer and water maps, doing sewer inspections and working on the design for the 2nd phase of the City’s parking lot.

Citizen Comments: Wayne Rice wanted to know if the City had heard any news on what is going to be built in the Walton Town Center. Mayor Trzop told him when we know something for sure we will report it. Don McMillian was asking about a street light for the intersection of Walton-Nicholson Rd and U S Hwy 25.

City Council/Mayor: Paula Jolley wanted to thank the City employees for doing a good job in keeping the City looking beautiful and running smoothly. Mike Simpson stated that the City employees put out a good effort in doing their jobs and he wanted to remind everyone that Walton does have a Curfew Ordinance in effect. Ann Leake wanted to stress how important it is for participants to pre-register for Old Fashion Day parade. Mayor wanted to say Happy Father’s Day to all the Dads. Also, he wanted to let everyone one know that Old Fashion Day is September 9th and this year’s theme is "Businesses, Past, Present & Future"; and our Grand Marshall this year is Jimmy & Janice Grubbs with Chambers & Grubbs Funeral Home, which they are celebrating their family being in business one hundred years.

Cardinal Engineering, Dave Whitacre: The Senior Center parking lot is scheduled to begin construction this week or next week depending on the weather. He will be updating the Water and Sewer maps for the City.

Citizen Comments: Frances Wireman stated a concern about the amount of traffic in the downtown area. Kelly Fulmer wanted to thank the Mayor and City Council for the time and service they give to the City; he also stated the City never looked better. Wayne Rice stated he received his survey and has mailed it back.

City Council: Stephanie Williams stated she was glad we can save the Gaines Tavern. Ann Leake wanted to thank all of the citizens who came to the meeting to accept their historical plaques. Mike Simpson wanted to thank the city for the plaque for his house which is in the Historical district. Paula Jolley invited everyone to the concerts on Main, and asked please try to be good neighbors. Wayne Carlisle stated he was very happy about all the things happening in the city and he wanted to thank Dave Whitacre and Tim Noyes for the service they give to the city.

Mayor: stated he wanted to encourage the citizens that received the random income survey to please fill them out and return because it is essential for a $1 million grant for the city’s wastewater treatment plant expansion. He also announced the City of Walton did received funds from the Kentucky Cabinet of Transportation to make the Gaines Tavern into the Walton Gaines Tavern History Center.

Cardinal Engineering, Dave Whitacre: Dave said he has been busy with air testing for the new subdivisions this month and updating the water & sewer maps.

Citizen Comments: Wayne Rice wanted to know what is happening on Mary Grubbs Highway and if he sent his survey in does he have to send in another. The Mayor told him there has not been an announcement made yet which grocery store is going to be built and he thanked Wayne for sending in his survey and that he did not have to do a second survey.

City Council/Mayor: Paula Jolley stated that school is back in session so watch for the children walking to school. Paula invited everyone to come to our 33rd Old Fashion Day Celebration. Stephanie Williams said she is glad kids are back in school and now maybe her daughter can be on a normal schedule. Ann Leake wanted to encourage everyone to pre register for the Old Fashion Day parade. Lee Frakes presented the name Waltonian Civic Complex as the name to call City Hall, Senior Citizen Building, Walton Verona Veterans Memorial, the Scheben Pavilion and Wrangler’s Trail Park. Mayor Trzop asked him if he wanted to make that into a motion and he said he did.

City Council: Mike Simpson thanked the Mayor for the penny back. He was glad to see the large participation for Old Fashion Day and invited the citizens to come to Christmas on Main December 1, 2006. Paula Jolley said that OFD was great and the Vendors all seemed to be happy. The parade was 1 hour and 20 minutes long. She is very thrilled with the tax cut on City taxes. She also thanked the Mayor and the City Hall staff for getting things done. Wayne Carlisle said OFD was great the tax cut is great and please remember the families of September 11, 2001. Lee Frakes said we had a very good parade and the medallions were placed at the Veterans Memorial. The sidewalk will be done soon. Ann Leake stated the parade was very large and took an Army of helpers to organize; she wanted to thank all of the businesses who participated, council and former council members. Stephanie Williams said OFD was very enjoyable for all of the children because we had more games and things for them this year.

Mayor: stated the Veterans Committee is planning something for Veterans Day November 11, 2006. He also stated he was very glad to lower taxes and every dime goes into Municipal aid for street improvements. His son-in-law Rich was very happy to see his paver placed at the Veterans Memorial he is in the Army serving in Iraq. The side walk will be in very soon. He also stated the real estate tax base when he was elected 13 years ago was 48 million dollars and this year the total is $192,280,933.00.

City Council:
Mike Simpson wanted to thank the citizens for the outspoken comments on the parking situation on Roe and Alta Vista. He also wanted to congratulate Ann Leake, Lee Frakes and Dennis Glacken and everyone involved in the Veterans Day program. Paula Jolley invited everyone to come to Christmas on Main Dec 1, 2006. She also congratulated the Mayor and Council on the election.
Wayne Carlisle stated there will be an open house for a Kroger Store in Lebanon Ohio. Stephanie Williams congratulated the Mayor and Council on the election and wished everyone a Happy Thanksgiving. Ann Leake stated Veteran’s Day was very well attended and she received an e mail from the Fire Chief Tom Ollier about the Walton Fire District having Advanced Life Support Paramedics. Lee Frakes thanked all who attended the Veterans Day Service, and was so glad that Lloyd Clements was around to see the completion of the Veterans Memorial.

Mayor: The Mayor stated he hates to raise the water rates but due to the rate increase the city received on June 1, 2006 from Northern Kentucky Water District and increased sewer cost there was no other alternative but to raise rates $5.38 on a minimum bill. He also thanked Dave Whitacre and Tim Noyes for another year of service to the City.

Alta Vista Drive and Roe Street/Parking Issues

Mayor Trzop reported that letters were mailed to the residents of Alta Vista Drive and Roe Street asking their opinions on how to solve the parking situation on those two streets. The City Attorney is researching to see if any other Cities have an Ordinance that may solve the parking problem.

Municipal Order 2006-20 A MUNICIPAL ORDER APPROVING AND ADOPTING THE BOONE COUNTY EMERGENCY OPERATIONS PLAN FOR THE CITY OF WALTON, KENTUCKY.

Motion: Mike Simpson and Second: Wayne Carlisle Vote: 5 Yes

Municipal Order 2006-21 A MUNICIPAL ORDER SUPPORTING AN INCREASE IN E911 FEES TO MAINTAIN A QUALITY EMERGENCY COMMUNICATION SYSTEM WITHIN BOONE COUNTY.

Ordinance 2006-11 Second Reading AN ORDINANCE AMENDING ORDINANCE 1991-27, ORDINANCE 1994-9, ORDINANCE 1995-8, AND ORDINANCE 2003-3 ADOPTING RULES, REGULATIONS, TAP-ON CHARGES, RATES, METER INSTALLATION FEES AND CONDITIONS OF SERVICE APPLICABLE TO THE COMBINED AND CONSOLIDATED WATER AND SEWER SYSTEM OF THE CITY OF WALTON, KENTUCKY.

Motion: Wayne Carlisle and Second Paula Jolley Vote: 5 Yes

Cardinal Engineering: Dave reported he was busy last month with sewer inspection and air testing new sewer lines. Aosta Valley Subdivision on Walton-Nicholson Rd lines has been approved. The Town Center Development sewer lines have not been approved and it will probably take about a week to complete the tests.

Citizen Comments: Don Mc Millian wanted to know why we have a new water rate for customers outside the City limits, when he thought you could not get water if you lived outside the City. Mayor Trzop explained these water lines were ran years ago before the 1991-27 Water & Sewer Ordinance was adopted.

City Council/Mayor: Mayor and Council stated that they are looking forward to a new and exciting year. Mayor Trzop asked Dave to prepare the specifications for the asphalt repairs on Old Nicholson Road so the work could be done in April, 2007.

After the meeting was adjourned Peggy Gray (City Clerk/Notary Public) administered the Oath of Office to Mayor Phillip W. Trzop, and Tim Noyes administered the Oath of Office to Council Members Stephanie Williams, Ann Leake, Wayne Carlisle, Paula Jolley and Mike Simpson.

Note: Tim Noyes administered the Oath of Office to Council Member Lee Frakes on December 14th.
