Cardinal Engineering: JPS Construction bid was $66,883.45 which is $42 per square yard of concrete which in years past the price has been $50 per square yard said Dave Whitacre, and I recommend their work. He said he is also working on the plans for the replacement of High St from Scott St to the Railroad Bridge

Motion: TO ACCEPT THE RECOMMENDATION OF DAVE WHITACRE, CARDINAL ENGINEERING AND AWARD THE CONTRACT TO JPS CONSTRUCTION IN THE AMOUNT OF $66,883.45 FOR CONCRETE STREET REPAIRS, AND THAT THE MAYOR BE AUTHORIZED TO SIGN ALL NECESSARY PAPERWORK, AND THAT THE CITY ATTORNEY, TIM NOYES PREPARE A MUNICIPAL ORDER (2008-03 AS SUCH. Citizen Comments: Wayne Rice had some questions about the Walton Towne Center. He wanted to know what type of restaurants was coming. Don McMillian had a question about cars parking on side walk is this a safety violation and asked if the City Attorney could research this matter. Mr. Greer from High St. attended the meeting

City Council: Wayne Carlisle stated that the Public Works Department did an excellent job of snow removal compared to other cities in the area. Paula Jolley wanted to invite everyone to the Easter Egg Hunt on Saturday and the Great American Cleanup on April 26th please call city Hall to Volunteer. Ann Leake was pleased that the snow was over and the sun was shining. Stephanie Williams stated she hoped for good weather for our Easter Egg Hunt and announce the rain date is March 22. 2008.

Mayor: The Mayor stated McDonalds was coming to the Walton Towne Center and announced Kohl’s Grand Opening will be April 9th.

Adjournment: 8:30pm Joyce Bryan asked the meeting be adjourned in the memory of a family member Krystal Lynn Pepper who passed October 15. 2005 age 21.

Motion TO AUTHORIZE AND DIRECT THE MAYOR TO APPLY TO THE KENTUCKY INFRASTRUCTURE AUTHORITY FOR AN INFRASTRUCTURE REVOLVING FUND (Fund B) LOAN APPLICATION.

Mayor Trzop announced that the City has received the approved construction permit for the new WWTP#1 expansion. The total cost will be approximately $4,000,000. The Mayor is working with Ken Palisin from the NKADD to obtain CDBG and a loan from KIA. He stated that he hoped we will be able to keep the monthly sewer surcharge between $8.00 to $12.00.

City Council/Mayor: Stephanie Williams stated she is happy Kohl’s Department Store is now opened. Ann Leake encouraged citizens to bring new ideals to our first 35th Old Fashion Day meeting. Paula Jolley announced exciting news about the Walton Towne Center, Mc Donald Restaurant will be opening in August, and she plans to buy her Thanksgiving turkey at the new Kroger Market Place in November, along with a Chinese and a Subway Restaurant. Mayor Trzop wanted to announce since it is official he will be a proud grandparent on or before August 15th, 2008 and it is a boy and his name will be Cooper.

Cardinal Engineering, Dave Whitacre: The electric is holding up the Brookwood lift station a new transformer needs to be installed by Cinergy and an open Delta Circuit.

Citizens Comments: Don McMillian would like for council members to attend the Planning and Zoning Commission meetings to see where our money is being spent. Wayne Rice wants to know about a grocery store. Council woman Paula Jolley said there has been discussions for a grocery store but can’t say anything definite. Mary Berkemeier gives her full support for a grocery store. Delores Stewart wants council to get a grocery store in Walton. Margie Stewart was just glad to be at the meeting.

City Council: Stephanie Williams wanted to invite all citizens and children to the Easter egg hunt at the community park on Saturday. Ann Leake opposes liquor sales on Sunday. Walton-Verona Veterans Auction needs items please call Lee Frakes or Ann Leake. Lee Frakes also encouraged people to donate to the auction. Richard Roberts is opposed to Sunday liquor sales. Paula Jolley is opposed to Sunday liquor sales and the Mayor and council is working very hard to get a grocery store for the City of Walton. Please come to the Easter Egg Hunt Saturday. Mike Simpson is firmly against Sunday liquor sales.

Mayor: The Mayor stated MDA Day (Muscular Dystrophy Assoc.) was very successful the citizens were very generous they took in thousands of dollars. Camp for 1 child cost $600 a week for medical support.

Economic Development Coordinator, Connie Goins announced that land has been purchased, and a developer is working on a site plan for the development of a commercial complex that would include a major grocery store.  The location of the property and name of the grocery store cannot be announced at this time, but we are looking at a 2-year time frame for the completion of a grocery store in the City limits of Walton.

Cardinal Engineering, Dave Whitacre:  Dave stated Cinergy should have the new transformer installed in about 4 weeks at the Broodwood Lift Station. He also, reported that one of the pumps at the Ryan Lift Station will have to be rebuilt or replaced.  

Citizen Comments: Delores Stewart is still concerned about cars parking by fire hydrants on Huey Drive. Mayor Trzop said the signs were on order and would be installed when they arrive to help with this problem.  Several Residents from Hance Avenue spoke about their concerns to have the City make no parking on their street.   

City Council/Mayor:  Richard Roberts stated he lives on Hance Avenue and he would like to have no parking on his street.  He said the residents all signed a petition requesting no parking and Mayor Trzop sent letters to the residents asking for written comments on the parking problem.  Paula Jolley stated that the Mayor sent eleven letters to the residents asking for their written comments and he only received three written responds.  Two residents were for no parking and one resident wanted to keep the parking the way it is.  Michael Simpson believes there should be no parking on any City’s street.  Ann Leake said we have to listen to the concerns of the Citizens but what she doesn’t understand is why there is a problem now after all these years.  Lee Frakes believes if the City makes no parking on Hance Avenue they will be opening up a can of worms. 

Mayor Trzop asked Council if they wanted to send this no parking issue on Hance Avenue back to the Street Committee for their recommendation.  Richard Roberts made a motion to have Tim Noyes the city Attorney prepare an ordinance for no parking on Hance Avenue, which was then second by Michael Simpson.                                                                                                                                                                                                                                Vote 6 Yes  :

Cardinal Engineering, Dave Whitacre: stated we have been waiting 4 weeks for electric service for the Brookwood Lift station. The Ryan Lift station pumps are obsolete need to order new ones. Roger and Dave are to meet with contractors at Butler development at Bedinger Ave. to resolve a sewer lateral matter. He also stated Council needs to get street list together so he can put street projects out for bid.

Citizen Comments: Mary Berkemeier asked about a grocery store.

City Council: Stephanie Williams hoped everyone had a Happy Mothers Day. She also reminded us school will be out in 2 weeks please watch for children playing and obey the curfew Walton just implemented. Ann Leake thanked all the people that helped with the Walton-Verona Veterans Memorial Auction which made $6,232.50 which will help to finish the project. Lee Frakes wanted to also thank everyone for all the hard work that was put into the auction. Paula Jolley also wanted to remind the citizens be kind to your neighbors and mow your grass.

Mike Simpson asked people to watch out for children since school is getting out soon.

Mayor: stated he wanted to invite everyone to Memorial Day Service at Walton Cemetery at 9:30 am Monday May 30, 2005. He also invited citizens to walk the nature park between Sunset Ridge and Wildcat Run subdivisions and to enjoy the wild flowers and the new Evergreen Forest with labels for all the trees that have been planted. The park committee is also looking into some other options for the park.

Citizen Comments: Wayne Rice asked about Mary Grubbs Highway Project. Mayor stated next step was the zone map amendment hearing at Boone County Administration Building, July 20, 2005. Arthur Washburn read a statement to council about the youth of Walton needing a Center where they can have a place to go that is safe. Harold Jetter Jr. came to meet council and observe the city meeting.

City Council: Mike Simpson stated please watch out for our children; school will be starting August 9, 2005. He also reminded us there is a curfew in the city now.

Ann Leake asked everyone that wants to be in our Old Fashion Day Parade to pre-register, and if anyone wants to help to call City Hall.

Walton Senior Citizens Building Project:  Ann Leake attended the Preconstruction meeting for the new Walton Senior Center.  Ann reported that Carrera Construction Company plans to start construction on August 29, 2005 with a completion date for April 26, 2006.  Ann will be attending the monthly meeting with the contractor and the engineer to report back to Mayor and Council the progress of the new construction.  The meeting will be held on the 2nd Monday at 9:00 AM at Walton City Hall.

City Council/Mayor:   Mike Simpson wanted to remind everyone that school will start on Tuesday and please watch out for the children.  Paula Jolley reminded everyone that there is a speed limit in the City and for everyone to please observe it and to watch out for the children on their way to and from school.  Paula stated that this year’s Old Fashion Day theme is “Reunion of the Cats”.  Ann Leaked wanted to encourage everyone who wants to be in the Old Fashion Day Parade to pre-register and because of limit space only three vehicles from each company or organization will be allowed.

City Council: Paula Jolley stated Old Fashion Day was great with the current ball teams and past ball teams and cheerleaders pulling together making floats making the parade a big success. She also thanked the Mayor and City workers for doing a great job to allow them the lower the tax rate. Stephanie Williams said OFD was a great city reunion she was able to see people she had not seen for a while and catch up with old friends. Ann Leake wanted to thank all who helped with the parade. Lee Frakes stated Walton is the only City in Boone and Kenton Counties that has lowered taxes.

Cardinal Engineering, Dave Whitacre: Dave reported that Barrett Paving has completed all the asphalt repairs and JPS Construction will soon be finished with the concrete repairs to the City’s streets. Brookwood Lift Station repairs are completed with only the restoration to be done.

Walton Senior Citizens Building Project: Ann Leake reported on the progress of the Senior Center Project. Foundation wall was poured Wednesday October 12. Mayor Trzop, Rachel Biesik, Peggy Gray and Ann Leake selected color scheme for the inside of the Senior Center. Carrera Construction is about six days behind schedule because of the weather, but still plans to be completed by April 2006.

Citizen Comments: Don Mc Millian wanted to thank the VFW 6423 for honoring David Deaton. Dennis Glacken wanted to announce that Helen Lawson and the Walton Seniors are planning a luncheon for the veterans on Thursday November 10th.

City Council/Mayor: Mike Simpson wanted to say he will miss David Deaton as a good friend and especially his help with the OFD Parade. Paula Jolley wanted to remind everyone to drive with good sense Halloween night from 6:00 PM to 8:00 PM while the little ones are out for Trick or Treat. Wayne Carlisle wanted to thank the Veterans and pray for the soldiers. Stephanie Williams said she will really miss Mr. Deaton. Ann Leake wanted to say thank-you to all the Veterans, especially the ones that are fighting now. Mr. Frakes announced that he went to the Walton-Verona High School and spoke to the eight grade class about serving in the military, the Veterans Memorial and the amount of history that the students can learn from visiting the site. The school plans to make a yearly visit to Walton-Verona Veterans Memorial.

Walton Senior Citizens Building Project: Ann Leake reported the contractor is 2 weeks behind but is still on schedule to be completed April 2006. They will be pouring 1st floor tomorrow weather permitting. Thursday will start framing. Monday November 28th they will do the back filling and trusses will be delivered.

Citizen Comments: Mr. Dave Hill from Hellmann Lumber wanted to thank the Mayor and Council for the help with the Revenue Bond.

City Council: Paula Jolley invited everyone to Christmas on Main, December 2nd. Wayne Carlisle is very glad Hellmann Lumber is relocating in Walton. Ann Leake wanted to welcome Hellmann Lumber to Walton. Stephanie Williams wanted to wish everyone a Happy Thanksgiving Day.

Mayor: The Mayor also wanted to wish everyone a Happy Thanksgiving and he encouraged citizens to volunteer during the holidays to help those less fortunate. Also if you cannot find your brick paver please call City Hall and we will be glad to help you locate where it is placed at the Veterans Memorial. The City Hall office will be closed November 24, 25, & 26 for the Thanksgiving Holiday.
