Walton Towne Center Development: Connie Goins introduced David Birdsall with Regency Centers and Christy Snelling with Kroger, who were here to announce the new Kroger Market Place Store that is coming to Walton. The store will be 116,000 square feet with groceries and home furnishings and will bring 300 to 400 jobs to the City.

Alta Vista Drive and Roe Street/Parking Issues

The Mayor stated they are waiting on a report from the Walton Fire District and will discuss this issue at the February 12, Council Meeting.

Motion TO AUTHORIZE MAYOR TRZOP TO APPLY TO THE KENTUCKY TRANSPORTATION ENHANCEMENT PROGRAM FOR GRANT MONEY TOWARDS THE WALTON GAINES TAVERN HISTORY CENTER RESTORATION, PHASE II, AND THAT THE CITY ATTORNEY,TIM NOYES PREPARE A MUNICIPAL ORDER (2007-1) AS SUCH. Motion Leake, second Frakes Vote 6 yes

Cardinal Engineering: Dave Whitacre stated Cauthen Run Lift Station is ready for inspection. Walton Towne Center sewer lines are to be tested. Aosta Valley sewer lines have been pressure tested and passed. Old Nicholson Rd. street repairs will be advertised for bid to resurface in April.

Citizen Comments: Wayne Rice stated he was glad Walton is finally getting a grocery store. Vada and George Bolin are excited to have Kroger back in Walton, Roy and Ollie Nickell was also pleased.

City Council: Wayne Carlisle stated he is very excited about the Kroger announcement and thanked everyone for coming to Council Meeting, Paula Jolley was glad to see all the people at the meeting and is very happy about the new store, and Mike Simpson said he is pleased about Kroger coming to Walton. Stephanie Williams stated she was very happy about the store also, Ann Leake is very excited about the new development. Lee Frakes is very happy also.

Mayor: The Mayor stated he is very happy about the new development and the Kroger Market Place coming and the potential for all the new jobs. He also wanted to clarify that the Abner Gaines House is being purchased out of General Funds with a $300,000 reimbursement from a state grant. He is very pleased the budget has been balanced for 13 years and the city spends the money to make Walton a better place to live for our citizens. We have been very blessed in 2006.

Alta Vista Drive and Roe Street/Parking Issues

Mayor Trzop stated that he received a letter from Fire Chief Tom Ollier recommending No Parking on the side of the street where there are fire hydrants on Alta Vista and Roe Streets. Also, he suggested not allowing parking on the street in the area where the street intersects with another. Sign should read NO PARKING FROM HERE TO CORNER. No Parking signs will be put up as soon as weather permits.

Ordinance 2007-01 First Reading AN ORDINANCE ANNEXING CERTAIN REAL PROPERTY OF APPROXIMATELY 12 ACRES IN BOONE COUNTY LOCATED AT 13310 WALTON VERONA ROAD.

Discussion, No Parking Issues: Jeff and Cyndie Greis wanted to address the Council Members about their concerns for "no parking" on Old Beaver Road. They are both from large families and they have a get together about three times a year and they use the street for parking. They stated that it would cause a great deal of inconvenience for them or they might not be able to entertain at all. Paula Jolley (Street and Sidewalk Chair Person) told Mr. & Mrs. Greis that Council had driven all the streets in the City to make their determination for the "No Parking" Ordinance. Council’s main concern was safety issues and future growth. Council instructed Tim Noyes, City Attorney to change Section Three – Z. Old Beaver Road to read: (Parking shall be prohibited) Z. Old Beaver Road from U.S. 25 to Old Stephenson Mill Road. From Old Beaver Road and Old Stephenson Mill Road intersection to Interstate 75, parking is prohibited on the fire hydrant side of the street.

Ordinance 2007-04 Second Reading AN ORDINANCE REPEALING VARIOUS ORDINANCES REGARDING PARKING REGULATIONS AND REPLACING THEM WITH NEW PARKING REGULATIONS AND A SNOW EMERGENCY POLICY, AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF.

Cardinal Engineering: Dave Whitacre stated that he spent 2 full days at Aosta Valley doing inspection and smoke testing sewer lines and only one manhole need additional work. The lift station is not completed at Aosta Valley or at Cauthen Run subdivisions. Mayor Trzop asked Dave to make some phone calls and find out what is the problem.

Citizen Comments: No Comments

City Council/Mayor: Stephanie Williams wanted to reminder everyone that this week is Spring Break for Walton-Verona School, so watch for the children. Ann Leake stated that this month the City will advertise for garbage bids for a two (2) year term beginning July 1, 2007 and the optional term begins in July 1, 2009. Mike Simpson stated that he really appreciate citizens coming to the council meeting and discussing their concerns and giving their opinions, this helps council make a more informed decision. Paula Jolley stated that just as soon as the City sees in writing what development is coming to Mary Grubbs Highway they will pass that information along to their citizens. Mayor Trzop wanted to thank Boone County, Toddy and his people for helping cleanup the Gaines Tavern History Museum’s property. On April 28th at noon the Heritage League will meet to tour the History Museum. Mayor Trzop said when the City mails the next newsletter we plan to invite our citizens to tour the Gaines Tavern History Museum. Also, beginning the first of May Rick Gayle will start to paint the barn & sheds on the property.

Cardinal Engineering: Dave Whitacre recommends JPS Construction for street repairs. The sewers at Aosta Valley can’t get electric to the lift station. The Walton Towne Center will have a 12 inch force main. Cauthen Run’s force main failed the pressure test. No more taps will be accepted by Ryan Homes till everything is up and running. Old Nicholson paving will be done soon. Mary Grubbs and School Rd will have a new traffic light installed sometime in July 2007

Citizen Comments: Wayne Rice wanted to know when Kroger store will start building

City Council: Mr. Frakes invited all citizens to the Memorial Day program May 28 at the Walton Cemetery 9:30 am. Paula Jolley invited citizens to come Monday night May 21 at 7:30 pm to the Old Fashion Day Committee meeting here at City Hall. Mr. Carlisle said he is very happy about the light going in on Mary Grubbs Hwy. and School Rd. and is also glad about all the progress at the Walton Towne Center

Mayor: stated we need volunteers for Old Fashion Day. He also wanted to thank all the volunteers and citizens for the clean up efforts made during our clean up week. He also stated his youngest daughter just graduated from college and while he has been mayor all of his daughters have earned their college degrees

The State of Kentucky received 6.9 Million dollars in a Federal Grant to build the new cemetery which will be built in three Phases. The plan is to have Phase 1 completed in September 2008 with approximately 3,800 burial lots

City Council/Mayor: Lee Frakes stated there was a great turn out for the Memorial Day Ceremony and he hopes for a big of a crowd on Veteran’s Day on November 11th. Mike Simpson wanted to personally thank Peggy Gray for her work on preparing the new budget. Mayor Trzop wanted to thank Council Members for passing the 2007-2008 Budget and for the employees pay raises. The Mayor expressed his appreciation of the City employees for their work in keeping the City running smoothly and how beautifully the City looks

Cardinal Engineering: Dave Whitacre stated they are air testing the sewer lines in the Walton Towne Center, the lift station will be on line the end of July. There is still a lot of work to be done in this area as far as getting the utilities to all areas. Quast is finished with paving Old Nicholson Rd. JPS will be working on Ashwood Dr.

Citizen Comments: Linda & Tom Otten came to council to discuss the "No Parking on Either Side" of the street signs that were put up on Catalina Dr. Wayne Rice stated it was nice to hear that Khols was coming to the Walton Towne Center.

City Council: Stephanie Williams was glad that the Kohls store was coming to the Walton Towne Center. Ann Leake announced there will be an Open House at the Walton Gaines Tavern July 22, 2007, 1-5:00 pm and the Boone County Historical Society will have a meeting at the tavern July 19, 2007 at 7:00 pm. Lee Frakes stated the City is in the process of getting ground rubber to place at the play area in the Walton Community Park. Paula Jolley asked for anyone interested in volunteering for the Old Fashion Day to come to the meeting July 23, 2007 at 7:30 pm at City Hall. Wayne Carlisle wanted to thank the citizens for coming to council with their concerns about the parking issue on Catalina Dr.

Mayor: The Mayor invited Tom and Linda Otten to the August 9, 2007 Committee Meeting at 6:30 pm to discuss the parking signs further.

Walton Park/Fun Zone Replacements: Mayor Trzop reported that several pieces of the Fun Zone have been removed and a large castle and a train engine have been ordered. The wooden play ground equipment was ten (10) years old and the maintenance department could not safely make any additional repairs.

Cardinal Engineering: Dave Whitacre reported they will be testing the gravity system at Walton Towne Center and there is a push to get the Towne Center lift station up and running because the Welsh Avenue lift station is having major problems. Mayor Trzop wants Dave to get bids ready for the fall for concrete work on High Street, Ashwood Dr, and the completion of City Hall's parking lot, so work can begin in the spring. Dave reported that HY Tech Concrete Paving, Inc. has completed side walk repairs on Alta Vista and concrete work on Willowood Drive.

City Council/Mayor: Ann Leake wanted to remind everyone you need to pre-register at City Hall if you want to be in the OFD parade. Lee Frakes said "Progress and More Progress."  Mike Simpson wanted to remind everyone that school is back in session, so please watch for the children. Paula Jolley asked everyone to be on the lookout for anyone damaging our park equipment.

Wayne Carlisle reported that the City is taking care of abandoned houses and junk vehicles. Mayor Trzop wanted to thank everyone that attended the Open House for the Walton Gaines Tavern History Center, there was well over 1,000 people that turned out. Several people brought old pictures of the house years ago when it was owned by John Gault. The City would like to encourage anyone who has old pictures of the Gaines Tavern to please share them with us so we can make them a part of the history center.

Cardinal Engineering: The good news is JPS will replace the cul-de-sac on Ashwood Drive. There is a problem at the new sewer lift station for the Walton Towne Center all of the copper wiring was stolen.

Citizen Comments: Wayne Rice wanted an update on Walton Towne Center. The Mayor stated the footers are being poured for Kohl’s Department Store and the Heritage Bank will be open the middle of October.

City Council: Ann Leake stated Rebecca Emody is going to donate a 200 year old Church Spring Wagon from her father’s estate for the Walton Gaines Tavern History Center. Lee Frakes said there will be a Veterans Day Program November 11, 2007 at 11:00 am with lunch being served at the Senior Center. Mike Simpson wanted to thank all the people that helped with the parade and Old Fashion Day. Paula Jolley said that Old Fashion Day was a lot of fun for the community but the Mayor and city workers put in a lot of hours to make this day a success and thanked all who helped.

Mayor: We are adjourning our meeting in the memory of our wonderful citizen Gary Williams who recently passed away.

Cardinal Engineering: Dave reported that the specification for the remaining portion of the City parking lot and 300’ feet of Ashwood Drive will be ready for March meeting.

Citizens Comments: No Comments

City Council/Mayor: Council commented on what a fun time they had at Christmas on Main Friday evening and they wanted to wish everyone a Merry Christmas and a safe and Happy New Year. Lee Frakes presented Mayor Trzop with a Digest of The Statute Law of Kentucky being a collection of all the Acts of the General Assembly dated May 1822, a Digest of the Statute Laws of Kentucky of A Public and Permanent Nature dated February 1834 and an original $5.00 bond for construction of the Kentucky University. Bridget Striker (Boone County Public Library) placed each item in acid-free tissue for safekeeping and when the City is ready to display the items, she can assist the City if obtaining appropriate display cases. Mayor Trzop stated that it has been a great year and it has been a pleasure to work with this council. Also, Mayor Trzop announced that The Bank of Kentucky will have their Grand Opening before the end of the year and Kohl’s Department Store in the Walton Towne Center plans to open in early Spring. He wanted to thank Tim Noyes, City Attorney, and Dave Whitacre, City Engineer, for their dedication to the City of Walton and to thank the City employees for their extra effort to keep the City looking beautiful with all the Christmas decorations and keeping the City running smoothly.

Adjournment: Mayor Trzop wanted to adjourn the December 7, 2007 meeting in memory of Donald McIntyre, who was a former City Council Member and served several terms over the years starting January 10, 1978. Also, Donnie served as Fire Chief for the Walton Fire Protection District for 30 years from 1975-2005.
